A comeback the Russian player secured his initial trophy for 882 days with a win over opponent Moutet in the competition championship match.
Medvedev, a former world number one, has experienced a difficult period, achieving just one win at the big events and undergoing a setback at the American major.
His unpredictability on the ATP Tour - and struggles with his serving in specific - resulted in him falling of the top ten and eventually splitting with long-time mentor Cervara.
Now collaborating with Thomas Johansson and Goetzke, he has gradually advanced in the past month - peaking in a tightly fought competitive victory over Frenchman Moutet.
This marks Medvedev's first trophy since the Italian tournament and first on a hard surface since March of that year.
Success also indicates Medvedev has achieved twenty-one victories at 21 various competitions.
"This marks the first occasion I am participating in a tournament with my children at once, so to secure a trophy is particularly special," stated ranked player Medvedev.
"This title is in honour of my child her name, because the first title I achieved when my first daughter Alisa was born was for her."

The player's defensive play style and recurring reactions on the tennis court had led commentators to wonder if his capacity to perform at the top level was concluded.
But the 29-year-old has altered his approach in the past month, striving to come to the net and perform assertively, reinforced by an better serving game.
Medvedev came back from a deficit in the first set against the difficult Moutet, taking 4 of the final five points to take the lead.
The competitors traded breaks in the following set before the challenger, bidding for his first ATP Tour championship, gained dominance to push for a third set.
The opponent rescued four early break points in a tight deciding set before Medvedev secured a break to that score to close out the victory.
Appropriately, Medvedev clinched victory with a shot at the front of the court, with his opponent failing to handle a return after two hours and 38 minutes.
